A Building permit is required to construct any new structure or improve existing buildings and other structures. The more common building permit applications are for new or remodels to single dwelling units, multi-dwelling units, commercial and industrial buildings and accessory structures.

Residential Building Permits: Group R-2 vs. Group R-3
Specifically, this Information Bulletin describes the differences between occupancy Groups R-2 and R-3, the two permit types – Building Permit and Combination Building Permit, along with the building code, submittal, and inspection requirements for the different permit types.
Except as provided in section 91.1.105.2, no person shall erect, construct, enlarge, alter, repair, maintain, move, improve, remove, convert or demolish a building or structure regulated by this chapter without a separate permit for each building or structure, issued by the building official.
The purpose of the Residential Building Regulations is to establish minimum standards to safeguard life and limb, health, property and public welfare and to satisfy the purpose of the California Residential Code as provided in Section 1.1.3 of the California Residential Code.
