Fix problems with Voice calls - Google Voice Help
Before you can use Voice, your administrator needs to assign you a Voice license and set up your account. Can't access Google Voice. If you're using a Google Workspace account managed by your work or school: Verify your administrator has turned on Voice for your account and assigned you a Voice license.
Set up your phone to make & receive Google Voice calls
Google Voice calls the phone number and gives the code. Enter the code click Verify. Tips: You can link up to 6 numbers. You can't link a number that's already linked to a Google Voice number. Calls to your Google Voice number also ring on your linked number. To keep the voice.google.com tab open in Chrome, right click the tab Pin.

When you start an international call, you get a message from Google Voice. The message says how much the call costs or that the call is routed through Google Voice. Important: If you don’t get the message, the call isn’t routed through Google Voice and your mobile carrier may charge you for the international call.
