No, most of the shops will be closed, if its not a festival season. sunday market will be there...

Different shops at different type. If one goesby 9 am, most will be open. Very late night shopping is not there. On public holidays and Sunday's, street vendors are there.

There is a paid parking at a distance that can be used. It's opposite the stores that sell brass lamps. Beyond SM Street
